Working at the time in the telecommunications site acquisition industry, the process of obtaining permits was an ongoing battle for their project managers. Terry and Gene saw a need for permitting experts who had the skillset and resources to pull permits in any municipality across the nation with efficiency and speed. And so, Scout Services was born.
